This suggests a shift in the covert conflict between India and Pakistan, with India’s intelligence agency, RAW, allegedly implementing a systematic assassination strategy targeting at least six individuals in Pakistan since 2021.

Indian Prime Minister Narendra Modi is portrayed as confrontational towards his adversaries.The report also points to strained relations between India and Western nations due to allegations of RAW’s involvement in the assassinations of Sikh separatists abroad, indicating that these tactics may have originated in Pakistan.

The killings were reportedly executed by local criminals or Afghan mercenaries, with RAW operatives utilizing Dubai-based businessmen as intermediaries and informal banking networks to facilitate their operations.
